Of course, the example given in your link is insurgents in Iraq, which is quite different from a another nation’s military force that we’re not at war with.
“Insurgents” have actually tried suicide attacks in the northern Gulf near the two Iraqi Oil terminals - in those cases they were blown out of the water.
Finally, people who really intend to conduct high-speed suicide attacks usually don’t call you up on the radio to chat about it beforehand.
The Navy did the right thing in this case.

Not arguing that they didn’t do the right thing (they did); suggesting (at the risk of putting words in the mouth of the author) that people not get wrapped around the axle that bad things happen on the water.
