Perhaps, but one could put up a respectable argument that CIIDG was mission-related; one cannot say the same thing for ESPN.com. There is a reason why .mil traffic slows during any pro sports playoff game (as an example).
When I worked at NDU it was a real pain in the ass being unable to watch YouTube videos. It was considered "goofing off" even when I was trying to do research on stratcom via YouTube. I think DoD needs to accept a certain amount of risk, whether its the lost time issue or the virus issue, so that its employees can do their jobs without having to ask for permission to view specific websites.
The problem is that they have been accepting entirely too much risk for too long. As mentioned previously, you can make a legit argument for access to a wide range of sites, but leaving the door open for anything is foolishness that has to end.
The term "non-starter" leaped into my mind...
