Michael,

Ever see the movie “Hot Stuff” with Dom Delouise, Suzanne Pleshette, and Jerry Reed?

I think I might have it on tape somewhere.

Basic plot is the same though - cops set up fencing operation as a sting. I think they even had a VBIED… something about an exploding Camero.
