Reaching

I’ve never heard of such a thing:

Some in Washington question whether Petraeus or his staff had too much influence over the new NIE’s conclusions. A reference in the report to the apparent success of Petraeus’s surge strategy “seems to stick out as out of character with the rest of the document,” said a former intelligence official.

I don’t care who you are, if a dozen-odd agencies have concluded that you’re not succeeding (not saying they have, just illustrating a point), you’re not going to get language in the assessment – save for a dissenting footnote – that says you are. Building an NIE is Twelve Angry Men in reverse. Don’t let anyone tell you otherwise.
