I don’t care who you are, if a dozen-odd agencies have concluded that you’re not succeeding (not saying they have, just illustrating a point), you’re not going to get language in the assessment – save for a dissenting footnote – that says you are. Building an NIE is Twelve Angry Men in reverse. Don’t let anyone tell you otherwise.
