Kafeel Ahmed had thoroughly studied methods to make syringe bombs, which he used in the UK attack. The hard drive seized from Kafeel’s house in Bangalore contains details of syringe technology and bomb-making.

Nope, no reason to keep a program like this alive in defense intelligence, apply serious resources to it or staff it with anything but top performers … (grumble, grumble)
